terry? >> starts again at 7:00 this morning. you see the marin county sheriff search and rescue county. a volunteer asked if anyone else has shown up, i said you're apparently the first. take a look who they are searching for. this is a picture of 90-year-old yin chin. she went yesterday on her daily one to two-hour morning walk. around noon the search began. marin county search and rescue brought out three dozen personnel with at least one search dog. although she's 90 years of age she's a heck of a walker from cha is a problem for search crews. >> a pretty good idea where she normally walks. she's often seen throughout the city. >> she was last seen wearing a

black coat, black baseball cap and glasses. her hair was in a pony tail. chin is 4 foot 11 inches tall. she does not speak english or have access to money. she's been missing now about 24 hours. search crews are going to be heading out in about one hour from right now. terry mcsweeney, abc 7 news. >> terry, thanks a lot. 6:02 now. the search for giuliani kardness resumes in the canal. divers move downstream from where they found fresh tire tracks leading into the canal last week. they'll continue using sonar equipment to look for any sign of the child or his kidnapper's toyota. they found five cars but none is the one linked to giuliani's kidnapping. his mother hopes to hold a

candlelig candlelight vigil tonight. >> commuters aren't the only ones making use of the south bay valley transportation authority. drug dealers are using the buses and light rail trains to get their products around downtown and now police are cracking down. amy holyfield is live in san jose with the story. amy? >> kristen, apparently drug dealers are figured out this is very convenient for their job, too but according to the san jose mercury news, police figured out this is going on and they're cracking down on it. they created a special unit of plainclothes officersna ride the rails and look for the dealers. they're pretty easy to spot. the dealers aride the bus in from out of town and then ride the rails to meet with their san jose clients. it comes to no surprise to fellow passengers. many say they suspected that something is going on.

>> when i come home at night, you know, from i get off at 4:30, i smell weed, things like that around. so i know what's going on. so, you know, i can't do anything about it but i hope somebody else can, hope the police can. >> according to the mercury news, the police crackdown is helping. arrests in the area have nearly tripled in the past year. they heard the dealers like to come here because there's not very much competition and they feel safe here. live in san jose, amy holyfield, abc 7 news. >> amy, thanks a lot. san jose police have arrested a suspect for allegedly pointing a laser at a small plane and a police helicopter. the plane was near the general aviation airport when it was hit with a green laser beam that can temporarily blind a pilot. the pilot alerted police and when a police helicopter arrived it was also hit with a laser beam. police tracked the beam to the

1200 block of pipe dream court and arrested the person. this is the latest incident involving laser beams aimed at planes. it's a major problem for san jose and other bay area airports. following developing news in san francisco where police are on the scene of an overnight shooting that killed one and injured another. it happened on the 1600 block of kirkwood. police say they don't know if the shooting happened inside the home or if someone shot into the home. they say two people were hit, one was killed, the others seriously wounded. both victims with believed to be between the ages of 18 and 20. no arrests have been made. >> the city of richmond is very close to a new deal with subaru that could bring dozens of jobs to town. subaru wants to use the port of richmond as a drop-off point for up to 35,000 vehicles shipped from asia each year. a proposed five-year contract would create at least 40 full-time jobs and bring in millions in revenue. but first the port would have to

make about $750,000 in improvements. an environmental review of the project is currently underway. >> sonoma county officials are warning hundreds of county employees could lose their jobs this year due to budget cuts. the board of supervisors will begin their budget process at today's meeting, one that could lead to reductions in community policing, gang prevention, transportation and public works. the sheriff's office could bear the largest portion of cuts, up to 100 jobs. sonoma county officials say they need to slash spending by 25%. >> 6:06 now. time to check with mike. a clear but chilly morning. don't expect that to last for long. >> by 9:00 you're golden when the sun comes up. >> sun comes up 7:18 this morning. yeah, about a minute earlier every day. that means we starting warming about a minute earlier every day. chilly this morning. you know the drill. calm in most areas. north wind in napa about 9 mph

and that's keeping some of the tulie fog centered into central valley. we have fog around santa rosa. visibility to a mile and a quarter mile so be careful there. upper 30s napa. also antioch and livermore with mid-30s fairfield. you can see the low to mid-40s along the peninsula and the south bay and over into fremont with upper 40s oakland and also san francisco. as we head into the afternoon hours, there's more asterisks on the board. that means there's more record highs possible today, san jose 70, concord 69. same thing in oakland. 65 at san rafael. 72 santa rosa. 69 at napa. so most of us mid to upper 60s, even a few 70s. even warmer around the monterey bay. low 70s morgan hill, hollister, even 77 salinas which could be a record high today. your accu-weather 7-day forecast. we'll do it one more day, tomorrow. 8th day in a row of record high temperatures. cooling trend thursday. temperatures drop 10 degrees

good morning. it's 6:12 this tuesday morning. san francisco international planes are starting to take off and come in. no delays here with pretty clear conditions. the only one we're able to find is laguardia, new york city, due to ice. talking about the big storm there. but another gorgeous warm day here. mike will have the temperatures for you and megan checks your traffic coming up in a couple minutes. >> we have this story. we're just hours away from president obama's first state of the union speech to a new republican-controlled house of representatives. his primary focus will be on job creation but the gop is adamant that the budget must be cut. abc 7's jenelle wang live with a preview. >> that's right, eric. republicans say government

spending must be cut by at least 10%. president obama says it's one of several priorities this year. as for americans in a recent abc news washington post poll 72% want the economy to be the top priority for the president and congress. >> my number one focus is going to be making sure that we are competitive, that we are growing and we are creating jobs. >> the white house says the president will focus on five pillars: innovation, education, infrastructure, reforming government, and reducing the federal debt. in tonight's state of the union, american will see signs of united and cooperation between democrats and republicans. dozens of members of congress will break from the tradition of sitting on opposite sides of the room by pairing off and sitting together. >> i'm bringing the popcorn, he's bringing the coke with two straws. >> don't have a date. have you picked a date? >> i just asked kate.

>> well, we'll see you two sitting together. >> a couple from santa cruz will be at the state of the union addresses tonight as guests of first lady michelle obama. kendra opened up an ice cream store last year, a good example of a small business thriving in this economy. the republicans and the tea part will give state of the union responses, the first test of whether a professed cooperation extends wonder the press tonight. >> the state of the union address begins at 6:00 this evening. we'll carry both the speech and the republican response live. they will also be streamed at abc7news.com and we'll have a special edition of abc 7 news immediately afterwards. >> it's 6:14. the state controller's office has now launched a review of 18 redevelopment agencies to see whether they really stimulate the economy or just a waste of money. among those under review are the

redevelopment agencies in san jose, fremont, richmond, pittsburg and hercules. property taxes in redevelopment areas stay in those areas instead of paying for schools and fire departments. governor brown proposed phasing them out to safe money. >> the area below bart tracks could become more picturesque. those plans call for building a 12-mile bike path beneath the bart tracks between oakland and hayward. the so-called east bay greenway would offer a landscaped corridor free of cars and pedestrians for bicyclists to use. the project has received $1 million in funding from the county's half set transportation sales tax. another $1.5 million of federal stimulus money is approved but that's farther short of the estimated $30 million needed to build the project. >> 6:15. if you put on your sunglasses this morning, go out there, soak

more sunshine today. won't have nearly as many high clouds and that will help the temperatures jump another couple degrees. cold again tonight, especially our valleys. patchy fog may form once again and by the weekend winds will shift a little bit, more clouds will roll in, the pattern will change just enough to bring our temperatures back in line with where they should be. for today just as warm in san francisco, 66 as yesterday. 1 degree warmer santa rosa, two concord, fremont, oakland and san jose. look where we set records yesterday, santa rosa and concord. about 10 hours, 6 minutes, 17 seconds of sunshine. while you were sleeping, cold frond fell apart. that's what brought us the high clouds yesterday. the sinking area of high pressure, the compression that it brings that heats the air. the fact it's building over the great business sin means we'll have that sea breeze turned off. we'll have a land breeze today and that's why. let's start with temperatures.

50s to low 60s. here's megan with a crash date. >> we have a crash in livermore causing delays through the altamont pass. westbound 580 at north livermore avenue. the crash is over on the right-hand shoulder but we have speeds under 40 mph especially as you make your way two the scene of the crash and then back to normal speed limits. drive times heading through that area as you're making your way westbound on 580 from 205 to 680, almost a half hour there. expect delays out of antioch westbound 4 from lone tree way to 242. that's a 40 minute drive time with speeds under 40 mph throughout the entire commute. highway 4 to 680, 4 minutes. everything running on schedule. a live look at the south bay in san jose. this is 101 right at the 880 overcrossing problem-free heading northbound out of morgan hill and all the way up the peninsula. on the san mateo bridge we have

good morning. opening bell ringing right now at 6:29 to start the trading day. the dow is poised to break a critical mark. earnings reports could drive the dow jones industrial average above the 12,000 mark for the first time since june of 2008. >> right now this story for you. commuters aren't the only ones making use of the south bay's valley transportation authority. police say drug dealers are using the vta buses and light rail trains to get around and it's a safe bet they're not doing it to help the environment. amy holyfield is live in san jose with the story. amy? >> well, eric, dealers need to get around, too. this light rail system apparently makes it easy for them. but the san jose mercury news is reporting police are on to them. they've created a special unit to capture these guys and get 'em out of here. the dealers really seem to like the station with south first and

east santa clara which is close to a bus stop. the dealers come from out of town on the bus and then they hop on the trains to meet with their san jose clients. their fellow passengers say they have suspected that something is going on. >> it wouldn't surprise me at all. there's a lot of drugs going on around here. it's bad. the drug situation around here. >> the police unit is making a difference. the number of arrests have nearly tripled in the past year according to the mercury news. the businesses in the area like it. some say they'd even like to see more help from police but in a city with a $110 million deficit they probably won't be hiring anymore police. they are trying to crack down so the rails can be reserved for people going to their legal jobs. live in san jose, abc 7 news.

>> 6:31. the search for four-year-old giuliani resumes this morning in a central valley canal. they found fresh tire tracks leading into the canal. they'll continue using sonar equipment to look for the kidnappers' silver toyota corolla. they found five cars in the canal but none is the one linked to giuliani's kidnapping. his mother plans to mark one week since her son's abduction. they hope to find giuliani and the suspect josé rodriguez missing since rodriguez took the child from his grandmother's arms last tuesday. >> san jose neighbors are coming together to see what they can do to curb gang violence. they held a meeting last night in the neighborhood where gang violence is a particularly prevalent problem. there have been seven homicides in san jose this month and police say three of them are definitely gang-related.

during last night, officers again pleaded with community to come forward with information. many who took part in last night's summit say budget cuts may be partly to blame. >> they're shutting the doors on our young people and they have nowhere to go. >> i need information from you to show where my officers go to help you in your neighborhood. >> san jose's assistant chief of police said city budget cuts mean now is the time for neighborhoods to get more involved in preventing violent crime. >> oakland has had 11 homicides this year and now the city hopes the new army of outreach volunteers can help reduce violence in its four most dangerous neighborhoods. they started training at city hall. they'll have the full support of police when they hit the streets this weekend but officers won't expect to get help from them. police admit that could ruin the volunteers' creditability or put their lives at risk. some of the volunteers are

turned their own lives around. >> a lot of the people out here in west oakland in particular i've been to prison with at one time or another. through illegal activities involved with the streets with them. >> the outreach volunteers will walk the streets at night and on the weekends in parts of west oakland, the fruitdale district and east oakland. >> a public feud is flairing between oakland mayor jean quan and city attorney john russo. it began after russo learned from media reports that the new mayor was getting advice on city matters from a private attorney. russo sent a letter to quan with copies to news reporters saying the city charter states only the city attorney can advise the mayor on city issues. russo says violation of the city charter is a crime. thank you now incumbent upon you to uphold your oath to defend the charter. mayor quan's office issued its own statement saying russo's

letter was made public before she even had a chance to see it. he says he has the duty of confidentiality and he broke that by his actions last week. >> santa clara supervisors are planning to make sweeps cuts to the social service agency when it meets this morning. they're hoping to cut $6 million in spending that would affect the foster care system, public health, nursing and elderly care. the san jose mercury news reports 125 layoff notices have been sent out. the budget plan calls for reducing nearly half of the front line social workers leaving only 27 in the county. the groups being cut collect donated food and clothing, enrolls foster children in school, performs drug tests on parents and supervises family visits. >> speaking of clothing, what would you recommend we wear with the temperatures out there. >> if you're going to flip-flops, that would be weather-appropriate but then you

welcome back. coming up on 6:42. look at the dense fog through the central valley. sacramento to bakersfield. this will last until 11:00. visibility less than a quarter of a mile in a lot of areas. the fog will hang around fresno keeping them at 54. 64 sacramento where there's no fog. no new snow in tahoe. 50 today, near 70 big sur and definitely mid to upper 70s palm springs and los angeles. the temperatures in san diego will be 67 today. i'm not sure where that 49 came from. sorry about that. eric with more news. >> in russia security has been beefed up at all moscow airports following a suicide bomb attack that killed 35 people. that blast yesterday at moscow's largest airport also injured 180 people. witnesses say hundreds of people were in the loosely guarded international arrivals terminal at the time of the blast.

the attack has bay area airports reviewing security. officials at oakland international say they have an increase in the presence of uniformed officers. officials at san francisco international and san jose international say they're following the situation closely and will make any changes as needed. >> a consumer advocacy group is calling on congress to investigate google for letting what it calls special deals because of its close relationship with the obama administration. consumer watchdog says google's clout has enabled the company its jets housed at airfields. no paperwork how much google is paying per gallon. >> now six jets, two helicopters and flight records that show google executives like eric schmidt are using the jets to go to kann film festival where they're partying with mick

screenplay. true grit and the low budget gritty owe czar film which none of you saw, winsor's bone. this is the film i picked as my favorite, colin firth sensational as queen elizabeth's father with a stuttering problem. the producers awarded it best picture over the weekend. i picked it for the critic's choice award at the broadcast critics association. i'm a member. but the golden globe award went to the social network. interesting situation to see if the setup changes. social network has the inside but you know what, i'm going to keep cheering for british history if i may. as i say, toy story 3, the top grossing film of the year, loveable characters, wonderful story, visually dazzling. has to win for pixar once again. nominated also for best picture which is what they wanted. also sound and song. it's amazing. >> not the first time an
